- Contribute to the improvement of the qualification levels of young people and adults;
- Promote and enhance initial and continuous training and lifelong learning with a view to the integration of qualified young people and adults into the labour market.

- To be a Public Institute of reference, in terms of valorization, recognition, ensuring the portability and comparability of qualifications obtained in Angola, in other countries and/or regions;
- To be a regulatory body for the quality assurance of qualifications acquired in technical and vocational education and vocational training.
